Project Description:
Stadium Estates is a clustered infill housing development consisting of 45 affordable rental units in all newly constructed buildings. It contains 14 single family homes, including four 3-BR units, seven 4-BR units, and three 5-BR units; 11 duplexes, which are all 3-BR units; and three triplexes, which are all 3-BR units. In total there are 35 3-BR units, seven 4-BR units, and three 5-BR units. There are 27 units leased to households with incomes of 50% AMI or less and the remaining 18 units are leased to households with incomes between 51-60% AMI. Seven of the units (15%) were reserved for persons with physical or psychiatric disabilities. Three of the units are fully handicapped accessible and two units were adapted to accommodate individuals with hearing or visual impairments. Each of the homes contains central air, washer/dryer hookups, outdoor sitting areas, and cable/internet hookups. Paved off-street parking is provided for each unit’s tenants, as is a lawn area for gardening and play space. Stadium Estates participated in both the NYSERDA Low-Rise Residential New Construction Program and Enterprise Green Communities. It was completed in 2016 and has a substantial waiting list.

Community Impact:
In 2011, the City of Rochester adopted a Master Plan created by stakeholders of the Josana Neighborhood, which spurred the development of Stadium Estates. The co-developers aligned the project with as many goals outlined in the Plan as possible. They also worked to address neighbors' other concerns, including ensuring that the newly created units would be consistent with the neighborhood's single-family home identity. The front porches, attractive colors, and off-street parking complemented the existing landscape and enhanced a neighborhood that had been suffering from disinvestment and poverty.

Roughly half of the 115 workers involved in the construction of Stadium Estates were minorities and City residents. Many of these laborers reside on the same streets as these new homes. The City of Rochester also reported that JOSANA assessment levels increased in 2016 for the first time in decades. Neighbors are thrilled and a second phase is underway.

RCG was founded in 1990 and is a leader in affordable housing development in upstate New York. Since its inception, Cornerstone has created or preserved over 1,500 units of affordable housing. These projects serve a wide range of households, including housing for families, the elderly, and special needs individuals. Cornerstone has extensive experience with urban fill developments such as Stadium Estates. We are currently in the middle of constructing our seventh scattered site projects in the City of Rochester.

    These popular duplexes containing two three-bedroom units offer an attractive front porch and full basements for larger families.
