Project Description:
The Brooklyn Bundle II consists of 2,625 apartments across Williamsburg and Central Brooklyn in nine former public housing developments. We were chosen by NYCHA to provide new property management, rehabilitate the developments, and provide enhanced social services to the residents. The rehab began in March 2020, as COVID-19 hit New York City. Our team remained on schedule, safely and efficiently completing the rehab within 2 years. We were able to do this communicating closely with residents, which meant they trusted our team to go into their units. All work was completed with residents in-place. No one was displaced during the rehab process. The rehab included new roofs, windows, and boilers, building entrance upgrades, painting and flooring, and replacement of kitchen and bath appliances and fixtures. Grounds were also upgraded with new landscaping and playground equipment. We received EGC certification and installed solar panels on building roofs. We implemented a new security system with cameras in all common areas and grounds, which are monitored by a team of retired police officers who also patrol the developments. This system allows us to respond in real time to safety concerns.

Community Impact:
The rehab and transition to our team’s property management has resulted in a transformation of quality of life for the residents. By transitioning to the Section 8 program, residents continue to pay 30% of their household income toward rent. Our team was able to provide all the upgrades residents deserve, without increasing rents.
We exceeded Section 3 hiring goals by filling 47% of all new positions with Section 3 candidates. Further, 30% of new hires were NYCHA residents, including residents of the Brooklyn Bundle II developments.
We also provided new services and activities, all free to the residents. These include free tax preparation, financial literacy counseling, tennis classes, crochet classes and new computer labs. Our property management teams include a resident service coordinator who worked with residents to find out what activities and services they would like and arranges to provide these. We also have a social worker on staff who conducts case management with our residents who have additional mental health needs.
We believe the Brooklyn Bundle II is a model not only for future PACT transactions, but for tenant-in-place rehab and affordable housing property management more broadly.

The Arker Companies is a development, construction and property management firm. They have developed over 11,300 units of affordable housing. Omni New York is a development, construction and property management firm. Omni has acquired and rehabbed nearly 17,000 housing units. Dabar Development Partners is a developer and MWBE with 15+ years of experience in real estate investment and development. Dabar has developed over 3,000 apartment units to date. Bedford Stuyvesant Restoration Corp seeks to close the racial wealth gap in Central Brooklyn.
