Project Description:
WNY Rural Preservation is a scattered site preservation of 210 apartments within 7 communities. Renovation efforts were significant in order to preserve much needed affordable housing in these communities for another 30 years. Site work included parking lots, sidewalks and curbs where they are damaged or show signs of deteriorating. All roofs, windows and vinyl siding was replaced on each building, as well as, minor brick repointing. All apartments were repainted with Low VOC paint and new green labeled flooring installed. Kitchen cabinets and counters were replaced along with Lighting fixtures were replaced with new Energy Star rated lighting. Plumbing fixtures were replaced with water conserving fixtures and faucets. All Handicap units were remodeled to meet UFAS, ANSI and ADA requirements as appropriate. Finishes were also updated and enhanced in corridors, community spaces, and stairways. Additional community, laundry or mail room improvements were made.

Community Impact:
Over the last 30 years, more than 15 percent of all rural counties, over 300 across the country are persistently underprivileged with at least 20 percent of the population living in poverty. New York’s rural counties have not escaped this trend. In late 2008, an affiliate of Conifer Realty, LLC acquired the general partner interests of several USDA Rural Development (RD) properties throughout Upstate New York. The properties, upon acquisition by Conifer, needed both substantial capital improvements and significant operating capital.
Due to their location, these nine communities are located where much of the existing housing stock is in poor condition in rural communities. New York State’s housing resources often do not reach these small working-class communities because of their size and location. To avert the loss of critical affordable rural housing, Conifer worked closely with RD and NYS HFA to consolidate several small (28-unit) RD financed communities into one financial transaction and preserve 210 affordable housing apartments.
