Project Description:
Landmark Place blends historic preservation, new construction, and a supportive housing model to create 66 permanent affordable homes on an integrated campus where seniors can live with dignity. The $25 million project features a supportive campus at the former Alms House. The Alms House, built in 1874, was known as the “Kingston City Home,” and provided housing and medical care to its residents until its closure in 1940. From the 1950s to 2014, it served as the Ulster County Chronic Infirmary and housed the County Health Department. In line with the spirit of the building’s original purpose, RUPCO rehabilitated the historic building, a handsome 23,000+ square foot structure now known as Landmark West and constructed a new four-story building on the site called Landmark East. Thirty-five units are set aside for formerly homeless people who are living with serious mental illness or a substance use disorder, a veteran with a disability, chronically homeless, or frail/elderly. The remaining units are for seniors over 55 who meet the income requirements - 50% and 60% of AMI. Landmark West has the Enterprise Green Communities certification. Landmark East will be EPA Energy Star Multifamily certified.

Community Impact:
At Landmark, RUPCO provides robust supportive services with 24-hour on-site security, transportation, and support from community partners in the areas of employment readiness and social engagement. A full-time case manager and nurse assist with daily living skills, medication management, monitoring of chronic health issues, and education programming. The NYSOTDA Empire State Supportive Housing Initiative funds the support through a rental and operating subsidy. Landmark removes 35 people from homelessness in Ulster County where a June 2021 count of sheltered-only persons identified 340 homeless people of whom 135 had serious mental illness or substance use. Our support will enable the individuals to increase their ability to advocate for themselves, access health and counseling services, improve daily living skills, increase socialization, and decrease isolation. People began residing at Landmark in November 2021. A new resident who is a disabled veteran lost his wife several years ago has since lived in transitional housing. He said frequently to the case manager, “This is my place now. I’m never leaving.” His expression embodies the relief residents feel to finally have a permanent home.
