Reid & Park Rock PACT

Organization Name: Fairstead, BRP, the Local Development Corporation of East New York, and Urbane

Project Title: Reid & Park Rock PACT

Project Location: Brooklyn, NY

Project Description:
Reid & Park Rock Apartments is a recently completed $636 million rehabilitation of 1,696 affordable homes across 87 buildings through NYCHA's PACT program. The rehabilitation represents a consolidation of 15 NYCHA developments, with building typologies ranging from towers to townhomes. Construction began in April 2024, and its completion was celebrated on October 15, 2026, with a ribbon-cutting joined by residents and elected officials. Highlights include state of the art security monitoring, community-wide free Wi-Fi, upgraded community spaces and TA offices, renovated kitchens and bathrooms, new floors and appliances, boiler replacement, ventilation and mechanical systems, restored façades, roof replacements, elevator upgrades, accessibility improvements, upgraded lobbies and improved lighting. In addition, resident-selected onsite social services expanded support for nearly 3,000 residents and PACT's conversion to Project-Based Section 8 preserved tenant protections and permanent affordability.

Community Impact:
Residents shaped this project. They chose their development team in Fairstead, BRP and partners. Residents also selected their social service provider, Black Veterans for Social Justice (BVSJ), which offers case management and connects families to healthy food programs, workforce development, youth programming, and senior services.

In addition, through extensive engagement sessions, residents voted on kitchen and bathroom finishes. Residents also partnered with the Black Artists Vanguard to design more than 10 resident-led murals.

Resident leaders at all 15 developments received capacity-building and leadership training, strengthening Tenant Associations’ ability to raise funds, host events and deliver services. Each development now has a community room and dedicated Tenant Association space, and the renovated Reid Senior Center continues to be managed by Fort Greene Council.

The physical work extended outdoors with landscaping, outdoor fitness areas and new seating designed to foster connection and resident well-being. The project earned Enterprise Green Communities certification across all 15 developments.
