Project Description:
Reid Apartments and Park Rock Consolidated (“Reid & Park Rock”) consists of 15 developments spread across east Brooklyn. The consolidation is comprised of 1,696 apartments across 87 residential buildings, representing a variety of building types, from towers to townhomes. In 2020, NYCHA included Reid & Park Rock in the PACT program to provide the community with much-needed building and apartment improvements and enhanced property management, public safety, and social services. With a focus on resident comfort, security and pride of place, PACT represents a significant opportunity to improve the lives of Reid & Park Rock residents while maintaining permanent affordability and preserving tenant protections. Now near completion, construction at Reid & Park Rock began in April 2024. In addition to in-unit upgrades such as new flooring, cabinetry, and appliances, renovations featured comprehensive systems upgrades including new boilers, roof repairs, and façade improvements. While physical improvements were paramount to the success of the project, the team also focused on expanding the availability of social service programming for the more than 3,600 individuals that call Reid & Park Rock home.

Community Impact:
In addition to completing much-needed improvements. PACT partners and local nonprofits, Black Veterans for Social Justice (BVSJ) and Urbane, brought a breadth of expertise to serve residents and connect the community with key local organizations. Both Urbane and BVSJ were proud to introduce new onsite social services and programs focused on youth service and education, food services, health and well-being, and economic empowerment.

The in-building physical transformation of Reid & Park Rock – which included upgrades to the bathrooms and kitchens, façade repairs, and mechanical system modernization – was paired with extensive site, landscaping, and outdoor amenity upgrades. This also entailed sustainability upgrades, such as high-performance windows, low-flow plumbing fixtures, MEP system upgrades and LED light fixtures, allowing for certification under Enterprise Green Communities.

Finally, enhancements included a renovated senior center, occupied by the Fort Greene Council, a new computer lab, and dedicated spaces for Tenant Association presidents. Taken together, this work demonstrated the PACT partners’ commitment to bringing meaningful improvements to residents and the community at at large.

Organization Description:
The PACT team, comprised of co-developers Fairstead, BRP Companies, the Local Development Corporation of East New York (LDCENY), and Urbane. General Contracting and property management services are provided by Fairstead. LDCENY was the local advisor for the project. Additionally, the LDCENY, Black Veterans for Social Justice and Urbane coordinated social services for residents. Equity capital is provided by Vistria Housing Fund, LP, an impact fund focused on the preservation, improvement, and production of affordable and workforce housing across the U.S.
