Project Description:
Win Powers Avenue Residence marks the second phase of the Powers Avenue development, developed by Women in Need, Inc (WIN) and sponsored by NYC HPD. Following the completion of the first phase, WIN Jackson Ave, which will provide essential transitional housing for 95 families, the second phase will replace the old shelter on the site with a new 236-unit supportive and affordable housing building. The 8-story, 220,000-square-foot building will provide on-site services, early childhood education space and computer room, recreation spaces, and a fitness room for its tenants. The extensive rear yard is designed for the enjoyment of tenants and will feature multiple play areas and play equipment suitable for various age groups residing in the building. A large area of the rear yard is terraced to the cellar floor level with extensive planting and seating areas to bring ample light to the cellar spaces. In addition to the residential spaces, the project will feature a 5,300-square-foot daycare space for the community.
Community Impact:
This new affordable housing development that includes multiple community facilities, childcare services, a playground and green space significantly strengthen the surrounding neighborhood that currently lacks affordable options. By providing stable, quality housing at accessible rents, it helps prevent displacement and allows local workers, families, and seniors to remain in the community. The inclusion of childcare supports working parents and encourages economic participation, while shared community spaces foster social connection and neighborhood engagement. Green areas not only enhance environmental quality and public health but also create safe, welcoming outdoor spaces for recreation and relaxation. Together, these features promote a more inclusive, vibrant, and sustainable neighborhood that benefits all residents.

Women in Need (WIN) is New York City’s largest provider of transitional and supportive housing for homeless families, serving over 5,200 people nightly. Its mission is to break the cycle of homelessness for women and children through safe housing, trauma-informed services, and long-term stability. Win operates 1,600 shelter units and 464 supportive housing units across the city, integrating case management, counseling, education, and employment programs to help families heal, grow, and achieve independence.
