Project Description:
New Senate Residence is the rehabilitation of a 136-unit, eight-story supportive housing community in Manhattan’s Upper West Side. Originally constructed in 1920 and developed in 1988, New Senate is comprised exclusively of single room occupancy units (“SROs”), staff offices, and community space to serve formerly homeless individuals. The project was refinanced through the NYC Department of Housing Preservation and Development’s Year 15 Program and received construction/permanent financing from Enterprise Community Loan Fund in June 2024. New Senate’s Scope of Work encompasses a substantial rehab of the building and site. In compliance with both NYSERDA’s Electrification Pilot standards and Enterprise Green Communities, a new electric VRF system with condensing units located on the roof will be installed and new Air Source Heat-Pump domestic hot water heater and storage tanks will be installed in the boiler room, and at the exterior. This renovation will also update the building’s lighting fixtures, ventilation systems, windows, roof, sidewalk and façade. We anticipate that renovations will be completed by June 2026.

Community Impact:
Located on 92nd street between Amsterdam and Broadway on Manhattan’s Upper West Side, New Senate provides crucial long-term affordability for vulnerable populations in an affluent and amenity-rich neighborhood. New Senate is less than half a mile from two iconic New York parks (Central Park and Riverside Park), grocery stores including Whole Foods and Trader Joes, medical care, public transit, and shopping. New Senate’s residents have all experienced homelessness, and this rehabilitation represents a rare opportunity to not only preserve supportive housing, but also to achieve federally outlined goals to deconcentrate poverty. Access to these amenities helps foster a sense of independence, community, and healing for this population. Importantly, renovations at Senate will drastically improve quality of life for vulnerable tenants as they age in place by improving air flow throughout the building, increasing the accessibility of kitchens and bathrooms, and addressing sidewalk repairs. Rockabill collaborated with the architect and GC to implement renovations that will not only enhance safety and comfort, but that will minimally disturb tenants in the process.

Organization Description:
This renovation was made possible through a joint effort spearheaded by the owner Goddard Riverside Community Center and Rockabill Consulting LLC. Goddard is a New York City-based nonprofit with nearly 40 years of experience in real estate development and supportive services. The organization currently operates 4 permanent, supportive housing residences with 419 units of housing. Rockabill is the preeminent consultant in the affordable and supportive housing industry. To date they have helped create and preserve over 12,000 units.
