Organization Name: Henge Development LLC/Camber Property Group/SAAEVI
Project Title: Edenwald Houses
Project Location: Bronx, NY
Project Description:
The Edenwald Houses PACT conversion is a $783 million modernization of a 42-building, 2,035-unitpublic housing complex serving nearly 5,000 Bronx residents. Through NYCHA's PACT program, Camber Property Group, Henge Development and SAA | EVI have renovated the borough's largest public housing development. Affordability is permanent, and NYCHA retains ownership via a groundlease with the development team, of which 50% ownership is with NYCHA.
Years of engagement with residents and their elected leadership shaped the scope. Every apartment received a new kitchen and bathroom, with full lead abatement and mold remediation. Building work covers roofs, façades, domestic hot water and heating system upgrades, entrances and security. Outdoor spaces are being rebuilt, and Wi-Fi is offered to all residents for free across the campus.
An $8.1 million investment restored the community and senior centers; the Susan Wagner Day Care was also renovated. All three reopened in October 2026. The senior center, closed for 25 years, now honors longtime Tenant Association President Walter J. McNeill, who led the reopening effort.
The financing includes more than $265 million in historic tax credit equity, supporting rehabilitation of Edenwald's historic campus.
Community Impact:
Edenwald opened in 1953 and has housed generations of Bronx families. The PACT conversion is an investment in their ability to stay. Rents remain at 30% of household income, tenant protections carry over, and a funded capital plan addresses decades of deferred repairs across 2,035 apartments.
Residents played a central role in shaping the investment. Beyond their apartments, they advocated for the places that make Edenwald a community. After 25 years of closure, the senior center will reopen and provide essential services for residents and community members. R.A.I.N. (a Bronx-Based nonprofit) provides meals, transportation and programming for seniors. BronxWorks provides resident services across the campus. Mosholu Montefiore Community Center runs youth programs in the renovated community center, and Susan Wagner Day Care has a new outdoor play area and full lead and asbestos abatement.
Edenwald shows that building an affordable future can mean investing in the homes, institutions, and communities that generations of New Yorkers have built.
