Project Description:
69-79 William Street will be a new affordable housing venture located in Newburgh developed by Safe Harbors of the Hudson and Bronx Pro Group. The development will be comprised of a five-story new construction building flanked by two existing three-story buildings, totaling 55 units of affordable and supportive housing. The unit composition will be 21 studios, 12 one-bedrooms, and 22 two-bedrooms. All three buildings will be 100% electric, and the new building will be Passive House certified. The project will include 22 supportive housing units, which will be supported by on-site social services funded by ESSHI. The population served by these units will be comprised of 7 domestic violence survivors, 10 long-term homeless individuals, and 5 individuals with serious mental illness. Case management will be provided by Independent Living. All units will be restricted to households earning between 50% and 70% AMI. The project will be financed by a construction loan, HCR HTF subsidy, HCR HOME ARP funds, Orange County HOME ARP funds, 9% LIHTC, SLIHC, federal historic tax credits, state historic tax credits, a Federal Home Loan Bank of NY grant, and a NYSERDA Building of Excellence grant.

Community Impact:
69-79 William Street will bring much-needed affordable and supportive housing to the city of Newburgh. All residents will have access to on-site social services subcontracted to and provided by Independent Living, a respected long-time service provider in the Newburgh area. The construction of the new supportive units, and services geared to these populations, will promote well-being and assist individuals with a history of domestic violence, long-term homelessness, and serious mental illness.

The new development will help revitalize the block, as the site is currently occupied by a deteriorated single-story parking garage and two historic, but underutilized, structures. The facades of the two structures will be restored to celebrate the historic significance of the neighborhood, while the parking garage will be replaced with a new building that will add a contemporary look, while respecting the character of the block.

Organization Description:
Safe Harbors of the Hudson is a Newburgh-based non-profit formed in 2000 that co-locates housing with the arts. They developed The Cornerstone Residence, a once dilapidated hotel that now includes 128 units of supportive housing, an art gallery, artist studios, a performance venue, park, and two commercial spaces. Bronx Pro Group is a WBE firm dedicated to community development through affordable housing investments since 1988. Bronx Pro has completed over 3,200 affordable housing units, with a development cost exceeding $1.1 billion
