Project Description:
50 Penn is a transformative mixed-income and mixed-use development located within the recently rezoned Cypress Hills area of East New York. The project will be 100% affordable residential, meeting the requirements of the City’s Mandatory Inclusionary Housing program. Following the NYC Zoning Resolution’s FRESH program, the development will maximize the residential floor area to provide 218 units and a health foods grocery store at the ground floor. The mix of studios, one-bedroom, two-bedroom, and three-bedroom apartments will include 42 units for seniors and the formerly homeless who will receive on-site supportive services.
The site for the nine-story multifamily building sits adjacent to the elevated J/Z Subway (to the north of the site) and the below-grade A/C subway. Designed to meet Enterprise Green Community standards, the sustainable project includes green roofs, rooftop photo-voltaic panels, a highly insulated exterior wall system for energy efficiency, and landscaped outdoor space for the residents’ health and well-being.
Community Impact:
50 Penn’s affordability and programming will provide the East New York community with greater security, while offering the most vulnerable residents with crucial on-site supportive services. As part of the City’s FRESH program, the ground floor will be anchored by a health-foods grocery store, promoting nutritious, affordable, and fresh food for a neighborhood with limited access to healthy food options. The remaining retail spaces will be leased to local retailers as part of the East New York Retail Preservation Program – giving longstanding local businesses opportunities to operate at discounted rates to help facilitate their ability to source workforce from within the community and provide job training and benefits.
50 Penn will provide the neighborhood with much-needed affordable housing and access to fresh produce and healthy food options, offer long-term economic stability, and enrich the urban fabric of East New York.

RiseBoro Community Partnership, a nonprofit services-based organization, is co-developer and will provide 50 Penn with on-site supportive services and property management. A leading designer of sustainable, affordable housing, helping to shape and rejuvenate urban neighborhoods, Dattner Architects led the project’s design team.
