35 Broadway in Menands, NY, is a $26 million, 67-unit affordable housing community for households earning up to 60% of AMI, with 35 homes dedicated to veterans who have or are experiencing homelessness. The all-electric building includes a mix of one- and two-bedroom layouts designed with open floor plans and sustainable features such as high-efficiency heat pumps, energy recovery ventilation, and Energy Star appliances. Thoughtfully designed outdoor spaces include a community garden, landscaped seating areas, EV charging stations, and a contemplation garden with a columbarium to honor veterans who pass on without family. The development was made possible through a wide range of funding partners, including $15 million in equity from Federal and State Low-Income Housing Tax Credits, $4.9 million from New York State Housing and Community Renewal’s (HCR) Supportive Housing Opportunity Program, $368,500 from New York State Energy Research and Development Authority’s (NYSERDA) Clean Energy Initiative, $3.7 million in permanent financing from the Community Preservation Corporation, and $875,000 in annual ESSHI subsidy through NYS Office of Temporary and Disability Assistance (OTDA).
Community Impact:
35 Broadway demonstrates the strength of partnership in action. Co-developed by Beacon Communities and Soldier On, the project pairs affordable, modern housing with comprehensive supportive services that enable 35 formerly homeless veterans and 32 other households to build stable, independent lives. Soldier On provides on-site case management, health and mental health coordination, addiction recovery services, workforce placement, and financial education. The project’s sustainability measures advance New York’s climate and clean energy goals. Collaboration was central to its success, with support from HCR, NYSERDA, the Community Preservation Corporation, OTDA, and local partners. 35 Broadway is both a community anchor and a replicable model, showing how public, nonprofit, and private sectors can join forces to honor veterans, expand affordability, and deliver lasting impact in Upstate New York.

Soldier On is a private nonprofit organization committed to ending veteran homelessness. Since 1994, the organization has been providing homeless veterans with transitional housing and supportive services.
