Project Description:
178 Warburton is the fifth phase of a transformative effort to redevelop the Cottage Place Gardens public housing complex into The Ridgeway, a mixed-income community of choice. The project replaced several outdated buildings with an energy-efficient, mixed-use development offering waterfront and Palisades views, commuter access to Metro-North and Amtrak lines, and on-site and neighboring amenities that promote wellbeing across generations. Serving households at 30-90% AMI, 178 Warburton offers 81 modern apartments and amenities, including a rooftop resident center with a community room, gym, and outdoor terrace. An Early Head Start Center on the ground floor with dedicated outdoor rooftop space offers nationally accredited programming for children. The building meets Enterprise Green Communities standards, featuring Energy Star appliances and rooftop solar panels. On-site contamination was remediated through the Brownfield Cleanup Program. This fifth phase created an open space for residents that promotes active living and creates opportunities for gathering, recreation, and play. At 33,000 sq. ft., it provides playscapes, picnic areas, adult fitness equipment, and a meandering ADA accessible path.

Community Impact:
178 Warburton is part of a decade-long effort to revitalize the Croton Heights neighborhood in Southwest Yonkers. It’s the fifth phase of The Ridgeway master plan to redevelop Cottage Place Gardens. The original public housing complex contained aging buildings, few amenities, and an isolating site plan. Coupled with a history of segregation, this resulted in the concentration of some of the poorest households in one area.

The Ridgeway is reversing a history of disinvestment and building for a more equitable, sustainable future. 178 Warburton demolished a vacant gas station and 50 units across three buildings containing lead-based paint and asbestos that required abatement. The project also remediated environmental contamination, reconstructed an aging water main, and created two connector streets, serving to integrate the housing into the broader urban fabric. The new energy-efficient multifamily building offers apartments to families that previously resided in Cottage Place Gardens, as well as adds new units to the Yonkers housing stock. The project’s resident amenities and Early Head Start Center promote the health and well-being of all ages at The Ridgeway, and will benefit generations to come.

Organization Description:
178 Warburton was co-developed by The Community Builders, Inc. (TCB) and The Mulford Corporation (Mulford), a nonprofit affiliate of the Municipal Housing Authority for the City of Yonkers. TCB is one of the nation’s leading nonprofit housing organizations, having constructed or preserved thousands of affordable developments across 14 states since 1964. Since its establishment, Mulford has developed or co-developed over 2,200 affordable units and partners with organizations to provide education, arts, and supportive services to the Yonkers community.
