NYHC testified at the City Council’s Land Use Committee on Wednesday about three City Council bills that would put requirements around the City’s affordable housing production for the number of bedrooms and affordability levels.

Intro. 1433 would set a minimum percentage of affordable rental units that must be 2- and 3-bedroom units over five years to be based on the citywide percentage of households that have, respectively, 3 or 4 members, and at least 5 members.

Intro. 1437 would require that no more than 50% of senior housing citywide over the course of five years can be studio apartments.

Intro. 1443 would require that at least 30% of HPD affordable housing in a fiscal year be for extremely low income households and at least 20% must be for very low income housing.

While we support the goals of building more family sized units and having deeper affordability, NYHC opposes legislating these changes and instead the City should seek these goals through HPD’s term sheets.
