Project Description:
Attorney Street Apartments/165 Broome Street is a 15-story, 232-unit affordable housing development serving households from 30%-80% of Area Median Income. Opened in Fall 2024, the building offers a mix of studios through three-bedroom apartments, including furnished units designated for formerly homeless residents. Developed under NYC HPD’s ELLA program, the project ensures long-term affordability and community stability. The building was constructed on the site of a parking facility which previously served three neighboring buildings. To preserve this resource, the design integrates structured parking across the sub-cellar through the second floor. The L-shaped tower is clad in shades of brick that relate to the existing buildings, with patterns to create a sense of movement along the façade. The brick podium hides the parking and is chiseled at the corner to reveal the lobby entrance in glass. The project also includes offices for social services, a fitness center, and a resident lounge. The project represents both a significant investment in affordable housing and a thoughtful approach to meeting neighborhood needs, blending new construction with the retention of infrastructure.

Community Impact:
Attorney Street Apartments/165 Broome Street delivers deeply needed affordable housing options for working families and individuals on the Lower East Side, while also addressing homelessness through units dedicated to formerly homeless households. By creating 232 new homes with rents capped at 80% AMI, the project expands opportunities for households often excluded from the private market. Residents benefit from high-quality, safe housing that promotes long-term stability, while the inclusion of set asides for fomerly homeless households strengthens community diversity. The replacement of the aging parking garage with modern structured parking ensures continuity of service for neighboring buildings whose residents depend on this amenity. Overall, the project provides critically needed affordable housing, supports neighborhood revitalization, strengthens economic diversity, and reflects a holistic approach to housing that prioritizes both affordability and community needs.

CHNY serves ten counties across New York and has a portfolio of more than 3,000 units.
