Project Description:
Reid Apartments and Park Rock Consolidated (“Reid & Park Rock”) is a group of 15 developments spread across east Brooklyn. Over 3,600 NYCHA residents call Reid & Park Rock home. The consolidation is comprised of 1,696 apartments spread across 87 residential buildings, representing a variety of building types, from towers to townhomes.
In 2020, the New York City Housing Authority included Reid & Park Rock in the PACT program in order to provide the community with much-needed building and apartment improvements and enhanced property management, public safety, and social services. With a focus on resident comfort, security and pride of place, PACT represents a significant opportunity to improve the lives of Reid & Park Rock residents while maintaining rent levels and preserving tenant protections.
Construction at Reid & Park Rock began in April 2024 and continues in earnest. As of November 2024, Fairstead’s construction team has completed the upgrades at more than 40% of the units. Additionally, there have been a significant number of systems upgrades – including new boilers, roof repairs, and façade improvements, all of which will positively impact our Reid & Park Rock residents.
Community Impact:
In addition to completing much-needed improvements, the PACT partners are proud to introduce new social services and programs focused on youth service and education, food services, health and well-being, and economic empowerment. This includes partnering with local non-profit, Black Veterans for Social Justice, who brings a breadth of expertise to serve residents and connect our community with key local organizations.
The in-building physical transformation of Reid & Park Rock – which includes upgrades to the bathrooms and kitchens, façade repairs, and mechanical system modernization – will be paired with extensive site, landscaping, and outdoor amenity upgrades. This will also entail sustainability upgrades, such as high-performance windows, low-flow plumbing fixtures, MEP system upgrades, and LED light fixtures, allowing for a new certification under Enterprise Green Communities.
Finally, enhancements include a renovated senior center, to be occupied by the Fort Greene Council, a new computer lab, and dedicated space for our Tenant Association presidents. Taken together, this work demonstrates the PACT partners’ commitment to bringing meaningful improvements to our residents and the community.
Organization Description:
The PACT team, comprised of co-developers BRP Companies, Fairstead, the Local Development Corporation of East New York, and Urbane, will execute the comprehensive rehabilitation; Fairstead provides contracting and property management responsibilities; and Black Veterans for Social Justice will coordinate social services for residents at Reid & Park Rock. Equity capital is provided by Vistria Housing Fund, LP, an impact fund focused on the preservation, improvement, and production of affordable and workforce housing across the United States.
