Project Description:
Beach Channel Drive (BCD), developed by a JV between Camber Property Group (CPG) and Bowery Residents' Committee (BRC), is the co-location of 147 new permanent affordable housing units with 100 shelter beds for single women. 88 of the 147 permanent housing units will be reserved for the formerly homeless, with rental assistance provided through the NYC 15/15 program. The remaining 59 permanent housing units are affordable to low-income residents at or below 60% AMI. BCD is a single 8-story building totaling approximately 133,537 GSF, and amenities for the residents will include full-time security and maintenance staff, on-site staff offices, social service programming space, a community room, outdoor recreational space, bike storage, and a laundry room. The shelter will occupy 39,634 GSF with its own dedicated entrance. The affordable housing was developed and financed according to HPD’s Supportive Housing Loan Program (SHLP). The shelter component was financed through a Credit Tenant Lease (CTL) with NYC DHS. Beach Channel Drive received TCO in September 2024. The shelter component has commenced operations, and the first permanent housing residents are expected to move in by early December 2

Community Impact:
The homeless shelter provides 100 beds to serve single adult women and will be operated by BRC. The shelter offers dormitory style rooms, with 6 to 8 beds per dorm, and will provide a range of person-centered, holistic services aimed at stabilizing each individual and helping to move each woman into her highest level of independent housing, with an overarching focus on recovery and community reintegration. The shelter will follow BRC's Landing Road program, a clinically based model that provides services specifically targeted toward the needs of this vulnerable population, with an overarching focus on recovery and community reintegration goals.

The affordable housing consists of 125 studios, 9 one-bedrooms, and 12 two-bedrooms. 88 of the units are set aside as supportive housing, with rental subsidies provided through a NYC 15/15 contract. BRC will retain licensed medical social workers and healthcare navigators, a peer specialist, and a residence manager onsite to ensure the supportive housing residents will have the support they need.

Due to its former use as a car wash, BCD was also voluntarily entered into the NYS Brownfield Cleanup Program. In 2023 the site was successfully remediated.

Organization Description:
Since its founding in 2016, CPG's portfolio has steadily increased to over 9,000 units of affordable housing and frequently partners with social service providers to develop new projects that address the critical housing needs in the New York metro area. BRC is a leading non-profit organization specializing in outreach and services to individuals experiencing homelessness. BRC successfully pioneered the shelter and housing co-location model with Landing Road in the Bronx, a 200-bed shelter co-located with 135 units of affordable housing.
