NYHC executive director Rachel Fee testified at Monday’s 2022 Joint Legislative Budget Hearing on housing. We are encouraged by Governor Hochul’s $216.3 billion Executive Budget, including the $4.5 billion five-year housing plan and new land use proposal to unlock housing opportunity across the state. The framework for the new housing plan and accompanying legislative proposals align with many of the recommendations we issued in a December report in coalition with 16 partners.

However, we do think that the legislature can expand upon the executive budget to ensure the State’s affordable housing investments meet the immense need in our state by increasing the capital commitment; funding NYCHA as part of a long-term city/state plan; and supplementing ERAP with state funds. We would also like to see improved reporting requirements for the next 5-year housing plan.
