New York State was allocated almost 10,000 new housing choice vouchers under the Emergency Housing Vouchers program, with New York City expected to receive more than 8,000 vouchers (5,738 to NYCHA, 2,050 to HPD, plus possibly half of the 1,447 vouchers allocated to NYS HCR / HTF). The new vouchers – 70,000 total nationwide – were funded through the American Rescue Plan Act (ARPA). The vouchers were funded to assist individuals and families who are homeless, at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, or were recently homeless or have a high risk of housing instability.

This is a historic investment and the greatest number of new housing choice vouchers in years. We hope the city and state will utilize the vouchers to minimize dislocation for people experiencing homelessness and housing instability during the pandemic.
