New York Housing Conference Executive Director Rachel Fee was quoted in Politico New York’s story about how HUD’s new formula for the second round of CARES Act CDBG money underfunds New York. The story notes that New York will receive about 7 percent of the $1 billion in Community Development Block Grant funding. In comparison, it has about 25 percent of national Covid-19 cases and 33 percent of deaths. Here’s what Rachel said about the formula:

“Congress appropriated this funding to go to the hardest-hit places so it’s remarkable that [HUD] was able to figure out how to get around that … It’s not just disappointing, it’s outrageous how the formula allocation has been manipulated.”

“It seems really suspicious to me that the factors that they leaned on to direct the funding don’t favor the epicenter of a global health pandemic,” she added.
