Stable Housing, Stable Lives: Saving New York’s Emergency Housing Vouchers

Organization Name: New Destiny Housing

Project Title: Stable Housing, Stable Lives: Saving New York’s Emergency Housing Vouchers

Project Location: Citywide

Project Description:
Households with an Emergency Housing Voucher (EHV) as of September 30, 2026, are moving onto permanent rental assistance, after an eighteen-month cross-sector campaign New Destiny Housing helped lead. Nearly 8,000 New York City households have been housed through EHV, the nation’s largest allotment. In March 2025, the federal government announced the funding had run out years early, putting thousands of families at risk. New Destiny saw it from both sides: as the housing navigator selected by the City to serve nearly 1,200 survivors trying to flee abuse with an EHV, and as a landlord standing to lose $1.3 million in rent revenue. Survivor leaders directly affected by the loss of EHV carried the campaign, sharing their stories with The Hill, the AP, Politico, WNYC/Gothamist, and the Daily News, generating sustained public pressure. We organized rallies, social media campaigns and two sign-on letters; hosted Senator Gillibrand, ranking member of the Senate THUD Appropriations Subcommittee; lobbied in Washington for the congressional language that forced HUD to act; and sought contingencies in parallel: state Housing Access Voucher Program eligibility in Albany, and a CityFHEPS lifeline at City Hall.

Community Impact:
Thousands of New York City families are staying in their homes.

Children are staying in their schools.

Survivors who escaped abuse are not being forced to choose between homelessness and returning to the person who harmed them.

Thousands of landlords, including New Destiny, are made whole, keeping tenants they had expected to lose, and receiving the revenue they need to keep the lights on.

The outcome exceeded what the campaign set out to win. EHVs were always time-limited, designed to last ten years. Tenant Protection Vouchers are part of the Section 8 program and carry no end date, so households with an active EHV are moving from a subsidy that was ending to one that is permanent, with no application, no rescreening and no interruption in payments to their landlords. Families who had already moved to other forms of assistance before September 30 are not part of this transition, and their assistance continues under those programs.

New Destiny also translated federal guidance into plain language for survivors and equipped families to submit their own testimony to the City Council, anonymously where safety demanded it.

Organization Description:
New Destiny Housing is a New York City-based nonprofit founded on the principle that survivors of domestic violence need safe, permanent homes in which to rebuild their lives. For over 30 years, we have created homes for survivors as a developer and service provider, pioneered new models of housing assistance, and advocated for greater resources for a historically underserved population, often hidden from view. Today New Destiny is the largest developer, owner, and operator of supportive housing for survivors in New York State.

Team Members:

This campaign was shaped by New Destiny’s Survivor Voices Project and Voces de Cambio members, many directly affected, and carried forward in partnership with many, notably NYHC, NAEH, and NLIHC.
