Project Description:
Golden Hill is a brand-new $87 million mixed-income community in Kingston, developed by Pennrose in partnership with the Ulster County Housing Development Corporation (UCHDC) and the County of Ulster. Located off Golden Hill Drive, this 164-home neighborhood will offer one-, two-, and three-bedroom apartments for individuals, families, and seniors. Of these, 48 will be supportive homes for frail seniors and survivors of domestic violence, and 116 will be affordable to households earning 30–80% AMI. Designed as a vibrant, intergenerational environment, Golden Hill features a daycare operated by Family of Woodstock, a fitness center, resident lounges, and roof decks. Outdoor amenities include a community garden, multiple playgrounds, outdoor fitness stations, and direct access to the Empire State Trail. With a 500 kW rooftop solar array and Green New Deal-inspired design, Golden Hill embodies sustainability and high-quality living in Ulster County.

Community Impact:
Golden Hill will transform Kingston’s housing landscape by expanding access to affordable, supportive, and sustainable homes while fostering long-term community wellbeing. The intergenerational development provides much-needed housing options for working families, older adults, and vulnerable residents, helping reduce displacement and strengthen neighborhood stability. On-site supportive services and a childcare center operated by Family of Woodstock will create pathways to health, independence, and employment. The community’s walkable layout, open green spaces, and direct trail connections encourage active lifestyles and social interaction. Golden Hill’s investment in renewable energy and resilient design will lower operating costs and environmental impact, setting a new benchmark for equitable, climate-conscious development. More than housing, Golden Hill represents a collaborative model for inclusive growth and enduring community prosperity in Kingston and beyond.
