Project description: 90 Sands Street is the rehabilitation of a 498-unit mixed-use building under HPD’s Supportive Housing Loan Program (SHLP) and financed with HDC 501c3 bonds. There are no tax credits. The 28-story building in the DUMBO neighborhood of Brooklyn was built in the mid-1990s. Known as the “Watchtower” building, it was formerly used as a hotel by the Jehovah’s Witnesses organization and included a mix of studios and one-bedrooms, each with its own kitchenette and bathroom.
The building was vacant when Breaking Ground purchased it from RFR Realty in 2018 and converted it to 498 units of supportive and affordable housing. The current building includes 28 stories of residential space (including some existing common space for tenants on the upper floors), a ground floor which currently includes a lobby and other auxiliary space, and two large cellar levels. The building was in good condition and needed minor in-unit work and limited upgrades to building systems to be ready for occupancy.
Breaking Ground was awarded NYC 15/15 services and rental assistance contract for the 305 supportive units, with services provided by CUCS (Center for Urban Community Services).
