New York Housing Conference partnered with the National Housing Conference to produce this fact sheet on Income Averaging, one of our top policy priorities. The Affordable Housing Credit Improvement Act of 2016, introduced in May by Senators Cantwell and Hatch, would establish an income averaging provision to better serve households across the low-income spectrum in developments with mixed incomes.
